Annotated on the letter in his hand 'Weledele Hr Den Heer Scheltinga Winterberg president of Waard en Groot'. Scheltinga Winterberg was village mayor and provincial and water management administrator of North Holland, who was delegated to the House of Representatives on behalf of the Hoorn district in 1849. Was assessor (alderman) and municipal secretary of Nieuwe Niedorp and later also mayor of Oude Niedorp. Advocate for the interests of farmers from above the IJ., Pastel chalk and gouache, 53 x 44 cm.
