כח משטרה זה היה הארגון הממשלתי הרשמי היהודי הראשון בעולם לאכיפת החוק.
בשנת 1921 העניקה ממשלת בריטניה לתל אביב מעמד מוניציפאלי אוטונומי עם חוקי עזר מקומיים שניתן היה לאכוף אותם על ידי כוח משטרה עירוני.
משטרת עיריית תל אביב הורכבה מגברים יהודיים מתל אביב שגויסו על ידי ראש משטרת העיריה - חיים אלפרין (יושב בתמונה הגדולה לבוש בלבן)
בשנת 1927 נחתם הסכם בין עירית תל אביב למפקדת המשטרה הבריטית בו נקבע כי ממשלת בריטניה תישא בכל הוצאות המשטרה העירוניצ, שמנתה אז 80 שוטרים. מדי השוטרים היו זהים למדי משטרת המנדט הבריטי, אלא שבמקום הכובע בסגנון התורכי, חשבו השוטרים העירוניים כובע מצחיה עם סמל משטרת תל אביב.
