NICHOLAS II OF RUSSIA: (1868-1918) Emperor of Russia 1894-1917. D.S., `N´, with flourish, dark pencil, two pages, folio, Petrograd, 14th November 1914, to Count Vladimir Borisovich, in Cyrillic. The Tsar grants an award to a woman, bestowing to her the Red Cross badge, 2nd class, and states in part `The wife of Lieutenant General, Sofia Iosifovna Babich, has made successful efforts in the Red Cross since 1899
S. I. Babich committed herself fully to the expansion of activities of this ?ommunity and the increase of staff of its sisters, as well as finishing the construction and the equipping of the residence buildings of the Community.´ Further sending orders to the Chapter of Russian Imperial and Royal Orders.
