TALLEYRAND-PÉRIGORD CHARLES MAURICE DE: (1754-1838) French Diplomat and Statesman. Prime Minister of France July-September 1815. An interesting and lengthy L.S., `Ch Mau Talleyrand´, four pages, folio, Paris, 8th November 1797, to the French finance Minister, in French. Talleyrand in his capacity as Minister of foreign affairs sends a request to his colleague referring to the free navigation of the Swiss on the Geneva lake, stating in part `..The Swiss and the Genevans have sometimes referred to free navigation on the lake, with respect to the Sardes Kings and to France which succeeded them as proprietors, but pointing that they got it as a free and volunteer permission..´ Talleyrand further refers to this privilege which was created under Henri IV, and explains it saying `..this should be enough to make you take the decision of letting the process of the English goods confiscation continue..´ further concluding `..if the Swiss and Genevans have not presented any claim it is because they prefer to keep on with the smuggling which is so familiar to them..´ Folded. Ramel de Nogaret was forced into exile in Belgium in 1816 where he died without ever returning to France.
