The typed document, in Arabic, relates to Police Commissioner Hussein Yahaya Wolley and confirms that they completed their work on 7th August 1980 and should now be appointed as a minister for finance. Signed by Saddam Hussein in red fountain pen ink at the conclusion. With four small file holes to the right edge and some light creasing and a small, neat tear (repaired to the verso) to the upper edge. About VG
