Their reign is considered the Golden Age of the Spanish Netherlands. Isabella, the eldest daughter of King Philip II of Spain, was one of the most powerful women in 16th and 17th century Europe. The manuscript document authorises Philip Albert Hubert de Guernoval to engage two squadrons of Dutch footmen to serve the King, her nephew [Philip IV of Spain].
