BONAPARTE LUCIEN: (1775-1840) Younger brother of Napoleon Bonaparte. L.S., `L. Bonaparte´, two pages, 4to, Paris, 20th September 1800, to the prefect of Lys, in French. The letter bears the printed heading of the Minister of Interior, and Lucien Bonaparte in his capacity as Minister refers to the report received from the Conseil General and expresses his fear about a new session which could be a waste of time, but understands that the 9th article of the Constitution needs its application, and states `..if the distribution of the taxes is fair.. the subsequent operations would be legitimized. The opposite case would justify the wisdom of the constitutional provision and the care taken to observe the law accurately
