WILHELM II: (1859-1941) German Emperor & King of Prussia 1888-1918. D.S., Wilhelm R (a particularly bold, fine example), two pages, folio, Berlin, 16th June 1913, in German. The partially printed manuscript document is the appointment of Eduard Arnhold, Privy Councillor of Commerce in Berlin, as a Member of the House of Lords of the Parliament and states, in part, 'We give him seat and voice in the House of Lords, and all the rights and privileges that are accorded to its members under the laws of Our monarchy. At the same time, We expect the faithful and conscientious fulfilment of the duties which Our royal trust and the laws impose on all the members of the House of Lords of the Parliament of Our Monarchy'. Signed by the Emperor at the conclusion beneath a large blind embossed seal and countersigned by Johann von Dallwitz (1855-1919) German Politician, Interior Minister 1910-14.
