Fouché, in his capacity as Minister of Police, informs Clarke about the prisons of the States of Rome, stating in part `.. General Miollis, Governor of the States of Rome, has taken three State prisoners from the St-Angelo castle to the Fenestrelle fortress..´ further accusing `.. last month of May, the mentioned Governor of Rome did the same with M. Cavalchini, taken to Fenestrelle, a simple order of General Miollis was enough, without having informed any authority previously; furthermore the prisoner stayed for two days in Turin, together with his family, without obstacles, and could have easily found ways of escaping.´ Fouché concludes requesting orders to avoid such risks with prisoners.
