Nacido en Montevideo y de padres franceses, Eugene Damblans fue pintor, acuarelista e ilustrador en destacadas revistas parisinas de su tiempo, como La Caricature, Maison de la bonne presse, Le Pèlerin, Journal des romans populaires illustrés, Noël Illustré, Terre Illustrée, Journal des Voyages, Jeunesse amusante, Le Petit Journal, L'Echo du Noel, L'Illustré national o Le Soleil du dimanche.
